KANTO PLAIN STUDENT COUNCIL CONSTITUTION

ARTICLE 1

The name of this organization shall be known as the Kanto Plain Student Council (KPSC).

ARTICLE 2

The KPSC shall be composed of the President and Vice-President (or equivalent positions) from each KPASSP member school in the Kanto Plain. All members of the KPSC shall serve for a term of 1 academic year. Non-official members may attend KPSC meetings if they are first approved by the council advisor. The purpose of non- official members is purely for observation and learning. The KPSC executives (President, Vice-President, and Secretary) must all come from different schools. Further positions may be elected if deemed necessary by the majority of the KPSC and approved by the council advisor.

ARTICLE 3

The purposes of the KPSC are as follows:
A) To improve communications and promote interactions between the member 
schools. 
B) To raise awareness of recent major events, if the council may choose to do 
so. 
C) To raise funds for specific humanitarian causes, if the council may choose 
to do so.

ARTICLE 4

The agenda for meetings shall be up to the discretion of the executive committee and the council advisor.

ARTICLE 5

For a proposal to be passed, it shall be approved by a simple majority in the council, except for monetary transactions and amendments to the constitution. If the vote is a tie, then the President shall cast the tie-breaker vote.

ARTICLE 6

The procedure for the elections of the President, Vice-President, and Secretary is as follows:
A) All official members of the KPSC are eligible to run for President, Vice- President, or Secretary. 
B) Elections for the executive council shall be conducted separately. 
C) Each candidate shall be allocated a maximum of 2 minutes for his or her 
speech. 
D) Each member shall be given 1 vote. 
E) Voting shall be conducted anonymously. 
F) Votes shall be counted by the KPSC advisor(s). 
G) In accordance with article 2, if a candidate for a subordinate position comes 
from the same school as the winning candidate for President or Vice- President, he or she shall be ineligible to run for that position.

ARTICLE 7

The duties of the members of the KPSC are as follows: 

A) The duties for all members are as follows:
     i. To represent their respective schools
     ii. To present ideas at meetings.

     iii. To inform their schools’ Student Council of important decisions made by the KPSC.


B) The KPSC President’s duties are as follows:
     i. To guide the KPSC in identifying and achieving its goals
     ii. To plan an agenda for all meetings
     iii. To speak on behalf of the KPSC
     iv. To attend KPASSP meetings if approved.

C) The KPSC Vice-President’s duties are as follows:

     i. To preside over the meeting in the President’s absence.

     ii. To assist the president in planning the agenda for meetings. 

  1. To attend KPASSP meetings if approved.

D) The KPSC Secretary’s duties are as follows:

  1. 
To preside over the meeting in the President’s and Vice President’s absence.


  2. To take minutes at every KPSC meeting. 

  3. To attend KPASSP meetings if approved.

ARTICLE 8

The chain of command for the KPSC is as follows: 

A) If the member is the President of the KPSC:
     i. The Vice-President shall take over his or her position.
     ii. A re-election shall take place for the position of Vice-President (refer to Article 6).

B) If the member is the Vice-President or the Secretary of the KPSC a re- election shall take place (refer to Article 6).

C) If the member is not part of the executive council:
     i. They shall be replaced by their respective successor.

ARTICLE 9

The monetary system of the KPSC is as follows:
A)  Monetary transactions shall be conducted in the Japanese Yen. 
B)  Monetary transactions shall be monitored by the executive committee. 
C)  The KPSC shall not have a permanent monetary fund. 
D)  Monetary transactions shall only occur if it is to be utilized for a clear, 
specific purpose that is agreed upon by the KPSC. 
E)  If monetary transaction is proposed for an event, each participating school 
of the event may choose to donate a specific amount of money. 
F)  The amount of funds each student council donates shall be decided on a 
case by case basis. 
G)  The way in which each student council obtains the funds is decided by their 
student council and associated administration. 
H)  If the event generates a profit, the schools shall be evenly reimbursed from 
the profit made from the event. 
I)  All remaining profits shall be donated for a specific cause.

ARTICLE 10

At the beginning of the first KPSC meeting of the academic year, the new KPSC shall read the constitution before engaging in any other matters. The constitution shall be passed on to the rising members after every academic year by the council members and council advisor.

ARTICLE 11

The constitution can be amended only if sponsored by a KPSC member and receives a two-thirds majority when voted upon. The amendment can only be finalized if approved by the KPASSP.
